About Johnston County Animal Protection League
The Johnston County Animal Protection League (JCAPL) is a registered 501(c)(3) nonprofit, all-volunteer organization based in Smithfield, North Carolina, dedicated to protecting and enhancing the lives of companion animals. Operating independently of county government funding, the league serves as a vital safety net for dogs and cats facing neglect, displacement, or euthanasia in overcrowded regional facilities. Every animal entering their program receives comprehensive veterinary care, including essential vaccinations, diagnostic screenings, and mandatory sterilization to ensure they are healthy and ready for a fresh start.
Operating without a traditional brick-and-mortar shelter, JCAPL relies entirely on a dedicated network of local foster homes to provide safe, nurturing environments where animals can decompress and socialize. Deeply committed to addressing the root causes of pet overpopulation, the organization manages an active public spay/neuter assistance program and leads community-wide Trap-Neuter-Return (TNR) initiatives for free-roaming community cats. Funded wholly by public donations, local business partnerships, and grassroots fundraising, the league works tirelessly to preserve the human-animal bond and keep pets with their families through critical community resource distribution.
